Can a cop ticket me for failure to yeild?

Alright, so a big storm came and all the power was out so I was going to check on someone close by. As I was driving down the highway, I came to a police car with its lights on that had someone pulled over. Knowing I had to yeild or move out of the way, I proceeded to yeild about 10mph less than i was originally going and moved over a little bit. The cop then came after me and pulled me over and started yelling at me and calling me stupid and claiming that I almost hit him. Then he asked for my licence and came back literally 2 mins later and told me i would be recieving a citation in the mail but he didn't say what it was for or anything. Is this legal? he didn't even say his name or what police station he was from when he pulled me over. What can i do if i recieve a ticket?
